Xingyuan Township, where Zhang Qian was located, was a typical cold and humid area with the highest altitude of 2,505 meters and the lowest altitude of 2,000 meters. The potatoes grown locally were large, high-yielding, good-quality, drought-resistant and storable, with an average yield of 3,500 kilograms per mu. It is also one of the important potato planting areas in anding district, Dingxi City.
Later, the situation changed. Although the yield per mu is high, it is too late to get the money after the potatoes are sold. "The potato dealer has made a white note and will not come back for several years."
Growing potatoes, Zhang Qian was scared.
He began to go out to work, but at the age of nearly 50, he couldn’t do a lot of work.
As a poverty-stricken household in the village, he supported the development of aquaculture, and he began to raise sheep and cattle again, but he never planted potatoes smoothly.
"Potatoes have been planted all my life and I am very skilled," he said.
The change took place in 2018. This year, Zhang Qian heard that he could participate in potato order planting, and he bought it directly in cash when he bought it, so he didn’t owe money.
Zhang Qian has confidence in planting potatoes.
In 2018, he planted 9 mu of potatoes, including 4 mu of Zhuangshu No.3 (potato variety), with an income of 6,000 yuan. Together with the income from breeding and the income of public welfare post rangers, his family income exceeded 20,000 yuan this year. He also achieved poverty alleviation in this year.
In April, it was the season for local potatoes to be planted with plastic film to preserve moisture. Zhang Qian said that he would plant several acres of Zhuangshu No.3 this year.
Like Zhang Qian, many farmers began to expand the scale of potato planting because of contract planting, and the scale of potato planting in Xingyuan Township began to expand gradually.
Improve the industrial chain, plant and purchase one-stop

For Xingyuan township, to get rid of poverty and develop, it depends on industry, and potatoes are undoubtedly one of the choices.
Qi Yaoting, secretary of the Party Committee of Xingyuan Township, introduced Gansu Blue Sky Potato Industry Group in 2018 according to the idea of cultivating a leading industry, choosing a cooperative enterprise, building an order base, innovating a set of development models and establishing a dividend mechanism, and founded Dingxi Xingjiayuan Farmers’ Professional Cooperative Association to improve the order planting industry chain.
In this industrial chain, United Society, as an "intermediary", has established long-term cooperative relations with upstream potato processing enterprises (Gansu Lantian Potato Industry Group), potato seed enterprises and commercial potato associations, and signed planting orders with downstream cooperatives, large growers and farmers.
According to the agreement, the United Society and Blue Sky Company signed an order for 6,000 mu of processed potatoes, and the agreement guaranteed that all the potatoes of Zhuangshu No.3 produced by farmers were purchased at the minimum protection price of 0.4 yuan/Jin. Leng Quanzhong, head of the United Society, said that for upstream enterprises, with a high-quality potato planting base, for downstream cooperatives, large growers and farmers, the United society will coordinate the purchase of seed potatoes for planting, and farmers do not have to worry about planting and sales.

In 2018, Gansu Lantian Potato Industry Group invested more than 10 million yuan to build a large potato storage cellar covering an area of 2,400 square meters, which led to the establishment of 33 100-ton potato storage cellars in each village.
At present, there are 24 director-level cooperatives and 18 large growers, including 9 cooperatives led by village cadres and 842 farmers with planting ability, including 560 poor households with established files.
At the same time, the government encourages farmers to take the form of joint-stock system, joint-stock cooperative system, etc., to take shares in production factors such as land contractual management rights, capital and technology, and form a community of sharing interests and risks with leading enterprises and cooperatives, and attract labor to "work at home" with industrial development, providing seasonal jobs and generating income through employment.

The company’s business format has expanded from the original potato starch production to planting, marketing, service, management and other fields, forming a pattern of integrated development of one or two industries, which not only ensures the supply of raw materials for enterprises, reduces the cost of production, operation and service, but also stably protects the interests of potato farmers and professional cooperatives.
In the "blue sky model", the company signed purchase and sale contracts with the United Society, the United Society and the cooperative, and the cooperative and the farmers (poor households) to purchase potatoes at a price higher than the average market price, which effectively solved the problems of farmers’ difficulty in selling potatoes and "cheap potatoes hurt farmers", and the enthusiasm of farmers to grow potatoes was greatly improved. Poor households have obtained the joint support from the government, banks, insurance, enterprises, cooperatives and other parties, realizing the combination of "poverty alleviation+wisdom support+ambition support" and forming a stable and reliable income-increasing channel.
Through this model, the industrial chain of Blue Sky Company can be extended, supplemented and strengthened, and the industry competitiveness and product market share have been enhanced.
In 2018, the potato starch produced by the company accounted for a quarter of the national market share, and its sales ranked first in the country.
At present, Blue Sky Company has developed order planting with more than 80 farmers’ professional cooperatives in various towns and villages in anding district, and the cooperatives have signed order contracts with farmers and poor households, which has driven more than 50,000 farmers and 5,000 poor households to develop potato planting, realizing the development of the whole potato industry chain.
