The secretary of the district party Committee is keen to play basketball at work, and helps the contractor to take more than half of the project profits.
On January 18th, the fourth episode of the five-episode TV feature film Zero Tolerance, which was jointly produced by the Propaganda Department of the State Supervision Commission of the Central Commission for Discipline Inspection and the Central Radio and Television General Station, was broadcast. The feature film disclosed in detail the case of Yang Hongwei, the former secretary of Qianjiang District Committee of Chongqing.
According to the feature film, the cases investigated since the 18th National Congress of the Communist Party of China show that leading cadres in party member, especially the "top leaders", are most likely to have a chain reaction, and even lead to regional, systematic and collapsed corruption, which has seriously damaged one party’s political ecology. Strengthening the supervision of the "top leaders" is of great importance and practical urgency.
Yang Hongwei, former deputy secretary and deputy director of the Party Group of Chongqing Municipal Market Supervision Administration, once served as member of the Standing Committee and deputy head of Chongqing Fuling District Committee, deputy secretary and head of Qianjiang District Committee, secretary of Qianjiang District Committee, deputy secretary-general of Chongqing Municipal Government and member of the Party Group of the General Office (director level). In May 2019, Yang Hongwei was announced to be under investigation. In October of the same year, Yang Hongwei was expelled from the Party and public office, reporting that Yang Hongwei was the biggest "pollution source" of the political ecology in the region where he worked.Enthusiastic about playing basketball at work is called "the secretary of the ball"
According to the feature film, in 2019, when investigating another case, the discipline inspection and supervision organs in Chongqing drew a clue that Yang Hongwei was suspected of taking bribes in the engineering field during his time as the "number one" in Qianjiang, and felt it necessary to conduct a preliminary inspection on him. The inspection team went to Qianjiang to learn about the situation, and soon felt that the cadres and the masses talked about the poor reputation of Yang Hongwei in general.
Zhang Wenlong, a staff member of the Supervision Committee of the Chongqing Municipal Commission for Discipline Inspection, said that during the external inspection, cadres and the masses talked about the word "ball secretary". A common saying of local cadres in Qianjiang is not to go to Yang Hongwei after 4 pm, because you can’t sign him, he is not here, and he is playing basketball.
Yang Hongwei often plays basketball during working hours, accompanied by a group of staff from the district party committee office and the district government office. He also knows that this is not appropriate, so the venue is chosen in the internal court of a company, and outsiders can’t get in. But in fact, this has long been an open secret among the cadres in Qianjiang. The cadres and the masses reflected not only the violation of work discipline, but also the orientation of employing people. After investigation, the inspection team found that the reflection was true. Some cadres who often played with Yang Hongwei, as well as some of his classmates, relatives and related households, were promoted and placed in an exceptional manner at his behest.
According to the feature film, the clues about Yang Hongwei’s bribery in the engineering field were further confirmed by the inspection team in Qianjiang, and more clues were obtained. In May, 2019, the Supervisory Committee of Chongqing Commission for Discipline Inspection officially filed a case for review and investigation of Yang Hongwei. After investigation, Yang Hongwei took advantage of his power to help many business owners in the engineering field, and received bribes of more than 34 million yuan. After the 18th National Congress of the Communist Party of China, he still refused to stop.
Yang Hongwei’s corruption was mainly concentrated during his tenure as the "top leader" in Qianjiang District. He reflected on himself: "My main psychology, after all, I am the secretary of the district party Committee and the boss in Qianjiang, and that kind of desire and thought hope to be satisfied to some extent."
He has a set of "officialdom value theory" summarized by himself, which holds that bureau-level cadres have less supervision, greater power, less risk and the highest cost performance. Yang Hongwei said: "When an office official is cost-effective, no one will pay attention to you, so you won’t be like this."
Give a quarter of the projects to the boss around you.
According to the introduction of the feature film, from the high point of Qianjiang District, many projects that we can see, including the old city reconstruction, motor vehicle trading center, agricultural and sideline products trading center, vegetable wholesale market and so on, all have Yang Hongwei’s power and money transactions. For the electrolytic aluminum processing plant project with a project volume of 150 million yuan, Yang Hongwei offered to help the contractor with the project on the condition that he would take 55% of the profits. After the project was completed, the contractor gave Yang Hongwei more than 10 million yuan as agreed.
The feature film also introduces that in a seemingly ordinary office building, there is a luxurious private club, with restaurants, tea rooms, chess and card rooms, KTV, and senior chefs responsible for food production. Yang Hongwei and his boss circle often come here to eat, drink and play mahjong. Playing cards is quite big, and winning or losing is thousands or tens of thousands. Bosses are also very smart, and they only lose but don’t win when playing with Yang Hongwei. Yang Hongwei’s playing in such a poker field naturally makes him feel comfortable and enjoys it, which makes some bosses feel overwhelmed.
Yang Hongwei said: "There are 50 or 60 projects in Qianjiang a year. I am a secretary, and it is ok to give them one-fifth or one-quarter of them. As long as the economy is developed, it can cover up all the ugliness. "
In order to build more projects, Yang Hongwei even borrowed heavily regardless of the actual situation in Qianjiang. By the time he left office, the comprehensive debt ratio of Qianjiang District exceeded the warning red line. In order not to affect his political achievements, he also instructed the district finance bureau to falsify data, conceal and underreport debts. Looking back now, some projects led by him were launched blindly without demonstration, and have been in trouble or even unfinished so far, causing a lot of problems left over from Qianjiang.
According to the feature film, the municipal construction and investment attraction in Qianjiang District are mainly operated by two state-owned enterprises: Chengtou Group and Hongye Company. Yang Hongwei transferred an old subordinate across the region and promoted an old classmate from the local area to serve as the chairman of these two state-owned enterprises respectively, all of whom were "one of their own" in his circle, and the instructions of violating the rules and regulations were unimpeded in these two state-owned enterprises. Both cadres are now being investigated for corruption.
79 district-level cadres were investigated.
After Yang Hongwei left office, the number of cadres investigated in Qianjiang District was amazing, especially in the field of engineering construction, which became the hardest hit area of corruption. According to Zhang Wenlong, 79 district-level cadres in Qianjiang District were investigated, 17 of whom were involved in corruption in the field of engineering construction, mostly during Yang Hongwei’s administration of Qianjiang.
According to the introduction of the feature film, in view of the problems exposed by Yang Hongwei’s serious violations of discipline and law, the Supervision Committee of Chongqing Municipal Commission for Discipline Inspection issued a work proposal of "promoting reform through cases" to Qianjiang District Committee, asking for in-depth analysis of the root causes from the aspects of promoting the party’s political construction, getting rid of bad style’s selection and employment, controlling corruption in engineering construction, rectifying the outstanding problems in "four winds" and establishing a good moral trend, and carrying out "four cases to explain and four cases to reform" in the whole region. "Taking Case Four as an Example" is to explain discipline, statement, morality and responsibility by case, so that party member cadres can learn lessons from corruption cases that happen to people around them through in-depth warning education; "Four reforms by case" is to reform governance, supervision, system and work style, so that the problems found can be effectively rectified.
Four leading groups and many district management cadres in Qianjiang District participated in the warning education conference of "taking four cases as examples", at which Yang Hongwei’s relevant cases were reported and deeply reflected from four aspects: "discipline, law, morality and responsibility". Qianjiang District carried out special rectification against the chaos in the engineering construction field highlighted in the Yang Hongwei case, inspected more than 260 engineering construction projects, investigated and dealt with 17 department-level cadres involved in corruption in the engineering construction field, and systematically improved the system to plug loopholes. In view of the wrong orientation of selecting and employing people during Yang Hongwei’s administration, a special rectification was carried out. Comrades of the Standing Committee of the District Committee directly interviewed 36 batches and 60 person-times, strictly selected and employed people, and successively "lighted the red light" for six cadres to be promoted. Through a series of measures, the political ecology of Qianjiang District will continue to improve.
On June 1st, 2021, the Central Committee of the Communist Party of China’s Opinions on Strengthening the Supervision of the Top Leaders and Leading Groups was released publicly. This is the first special document for the supervision of the "top leaders" and the leading bodies, and it is an important measure to improve the supervision system of the party and the state and promote the comprehensive and strict management of the party.
Chen Yaxin, deputy director of the Law Office of the State Commission for Discipline Inspection of the Central Commission for Discipline Inspection, said that formulating the Opinions and strengthening the supervision of the "number one" and leading bodies are important measures for the CPC Central Committee to adhere to and strengthen the party’s overall leadership, be brave in self-revolution and solve the problems of inner-party supervision based on the realization of the goal of the second century. A total of 21 supervision measures have been formulated, which are conducive to the implementation of the main responsibility and supervision responsibility of managing the party, prompting the "top leaders" and leading bodies at all levels to understand their supervision responsibilities from a political perspective, take the initiative to carry out supervision and consciously accept supervision, and promote the advantages of the supervision system with China characteristics to be better transformed into governance efficiency.
